Background and Qualifications:
Education & Certifications
• Bachelor’s degree in Environmental and Sanitary Engineering, Environmental Science, Nursing, Engineering, or related fields
• 40-hour BOSH Training (DOLE)
• Accredited Safety Officer 3 (SO3) – DOLE D.O. 198-18
• Accredited Pollution Control Officer (PCO) – DENR/LLDA
• Preferably with First Aid and Basic Life Support certification (Red Cross or equivalent) experience
• 3–5 years relevant EHS experience, preferably in multi-industry or consultancy
• Experience implementing OSH programs across multiple client sites
Skills & Competencies
• Strong grasp of OSH legal framework (RA 11058, D.O. 198-18, updated OSH Standards, industry-specific guidelines)
• Knowledge of key environmental laws (RA 6969, 8749, 9275, 9003)
• Skilled in hazard identification, risk assessment, audits, and chemical safety
• Proficient in machine guarding, electrical safety, fire safety, ergonomics
• Strong analytical skills, communication, report writing, and client coordination
• Proficient in MS Office and EHS management tools
• Ethical, reliable, and able to work with minimal supervision
• Willing to travel and conduct fieldwork
Duties and Responsibilities:
1. Implementation of Safety & Health Programs
• Assist in developing OSH programs and procedures based on DOLE standards
• Draft OSH policies, SOPs, JSAs, checklists, and documentation systems
• Support rollout of LOTO procedures, signage systems, and SDS management
• Coordinate compliance updates and program execution with the EHS Supervisor
2. Workplace Inspections, Monitoring & Risk Assessments
• Conduct routine inspections of PPE, machinery, electrical systems, fire safety equipment, housekeeping, and hazardous materials
• Assist in HIRAC, JHA, ergonomic assessments, and pre-operation safety checks
• Perform basic environmental monitoring (noise, heat, lighting, air quality)
• Track safety indicators, corrective actions, and document unsafe conditions
3. Training and Awareness Activities
• Conduct basic safety orientations, toolbox talks, and pre-work briefings
• Assist in training on PPE, fire safety, first aid basics, spill response, ergonomics, and electrical safety
• Prepare training materials and maintain training records and matrices
• Support safety campaigns and emergency drill facilitation
4. Incident Reporting & Documentation
• Respond to incidents, gather evidence, interview witnesses, and assist in root-cause analysis
• Draft initial incident reports and required DOLE submissions
• Maintain OSH records such as inspection reports, audits, training logs, permits, and investigation files
• Track completion of corrective and preventive actions
5. Regulatory & Environmental Compliance Support
• Monitor adherence to DOLE requirements (OSH Program, SO deployment, committees, AMEs, accident reporting)
• Track environmental permits (ECC, discharge permits, PCO accreditation)
• Assist in compliance audits, DOLE inspection preparation, and documentation
• Monitor waste management, hazardous waste transport, chemical storage, and emissions/wastewater requirements
• Prepare compliance reports and safety performance dashboards
6. Client Coordination
• Serve as point of contact for assigned sites and conduct regular site visits
• Provide technical guidance and support in solving OSH concerns
• Participate in OSH Committee meetings and coordinate with client HR/operations
• Escalate high-risk findings, compliance issues, and urgent matters to the EHS Supervisor
7. Additional Duties
• Participate in emergency response teams and drills
• Assist occupational health personnel with medical surveillance activities
• Maintain certifications and engage in continuous professional development
• Provide administrative support for documentation, proposals, and invoicing
